Signe Zeicate
Signe Zeikate is a distinguished economist and the current First Lady of Costa Rica, a role she has held since May 8, 2022, following the inauguration of her husband, President Rodrigo Chaves Robles. Early Life and Education
Raised in a family that valued education and civic responsibility, Zeikate demonstrated a passion for learning and community engagement from a young age. She pursued higher education at the University of Latvia, where she earned a master’s degree in economics. Her academic pursuits laid a strong foundation for a career dedicated to public finance and international development.
Professional Career
Zeikate’s professional trajectory began in Latvia’s Ministry of Finance, where she led the municipal finance department. In this capacity, she oversaw the financial viability of subnational governments and represented the ministry on the State Subnational Debt and Guarantees Board. Her work involved supervising and evaluating the financial health of municipalities, ensuring fiscal responsibility and sustainability.
In 2001, Zeikate was awarded the prestigious Hubert H. Humphrey Fellowship, which enabled her to study at American University in Washington, D.C. This opportunity also facilitated her entry into the World Bank, where she embarked on a two-decade-long career. At the World Bank, she served as the director of the “Programme for the Development of Poor Countries,” focusing on debt management and providing technical assistance to some of the world’s most impoverished nations. Her work contributed significantly to shaping economic policies and development strategies across various countries.
During her tenure at the World Bank, Zeikate met Rodrigo Chaves, a fellow economist. Their shared professional interests and commitment to development work led to a partnership both personally and professionally. The couple married in 2015 and have a daughter named Isabella. Their international assignments took them to various parts of the world, including a five-year stint in Jakarta, Indonesia, where Chaves served as the director of one of the World Bank’s largest offices.
Role as First Lady of Costa Rica
Upon Chaves’s election as President of Costa Rica, Zeikate embraced her new role as First Lady with a vision centered on the comprehensive development of children and youth. Demonstrating her dedication to public service, she resigned from her position at the World Bank to serve Costa Rica ad honorem, meaning she performs her duties without receiving a salary.
Zeikate’s agenda as First Lady focuses on four key pillars: education, protection, recreation, and health. She advocates for bilingual education, particularly in English and technology, to enhance the competitiveness of Costa Rican youth. Her initiatives aim to reduce educational disparities and promote equal opportunities for children from disadvantaged backgrounds.
In collaboration with the Ministry of Education, the Ministry of Culture and Youth, and other governmental bodies, Zeikate works to implement programs that foster safe and inclusive environments for children. Her efforts include anti-bullying campaigns, cultural and sports activities, and initiatives that address both physical and mental health.
International Engagements
Zeikate has also played a significant role in representing Costa Rica on the international stage. In May 2022, she participated in her first official act as First Lady by welcoming U.S. First Lady Jill Biden during her visit to Costa Rica. The meeting underscored the importance of international cooperation in addressing issues related to children’s welfare and education.
Furthering her commitment to global collaboration, Zeikate attended the Summit of the Americas, where she engaged with other First Ladies to discuss strategies for promoting social development and gender equality across the continent. Her participation in these forums highlights her dedication to fostering partnerships that benefit not only Costa Rica but also the broader international community.
Personal Life and Legacy
Beyond her professional and public roles, Zeikate is known for her multilingual abilities, speaking five languages, and her appreciation for cultural heritage. During the presidential inauguration, she wore a brooch designed by Latvian artist Māris Šustiņš, symbolizing her pride in her Latvian roots and her embrace of Costa Rican culture.
