Ngô Phương Ly was born in 1970 in Hanoi into a prominent artistic family. Her father, Ngô Mạnh Lân, was a People’s Artist and animation director, while her mother, Phan Thị Ngọc Lan, was an actress.
She initially studied to become a professional painter before pursuing a career in television. She later worked at Vietnam Television (VTV) and became involved in cultural and artistic programming.

Ngô Phương Ly is married to Tô Lâm, who became General Secretary of the Communist Party of Vietnam in August 2024 and was elected State President again in April 2026.
