Introduction

As the wife of President Tharman Shanmugaratnam, Jane Yumiko Ittogi serves as the spouse of the President of the Republic of Singapore, a position informally described as the country’s First Lady. Singapore does not formally establish a constitutional office of First Lady, but the President’s spouse has traditionally played a visible ceremonial and social role.

Jane Ittogi is far more than a presidential spouse. A lawyer, arts leader, philanthropist, and advocate for social development and sustainability, she has built an accomplished public-service career of her own. Her work has taken her from the courtroom and university lecture halls into Singapore’s cultural institutions, community organizations, environmental initiatives, and social-service sector.

Her distinctive blend of intellectual achievement, cultural leadership, and humanitarian commitment has made her one of the more interesting contemporary figures among the world’s presidential spouses.

Official Title: Spouse of the President of the Republic of Singapore (informally First Lady)

Singapore does not officially designate the President’s spouse as “First Lady.” Instead, Jane Ittogi is formally described by the Istana as the Spouse of the 9th President of the Republic of Singapore.

Nevertheless, the role carries considerable ceremonial and social visibility. Jane accompanies President Tharman at diplomatic and state occasions, including meetings and banquets involving visiting heads of state and their spouses. She also maintains her own portfolio of social, cultural, and environmental interests.

Early Life

Jane Yumiko Ittogi was born in Japan to a Japanese father and Singaporean Chinese mother. She moved to Singapore with her parents at the age of three and was educated in Singapore, growing up in a predominantly Teochew-speaking environment.

She later studied law at the London School of Economics and Political Science, earning both an LLB and an LLM. She subsequently worked as a lawyer in London and Singapore and also lectured in law at undergraduate and postgraduate levels in the United Kingdom.

Her multicultural background and international education have contributed to her distinctive place within Singapore’s public life.

Family Life

Jane Ittogi married Tharman Shanmugaratnam in 1990.

Together they have four children—one daughter and three sons. Their family has generally maintained a relatively private life despite Tharman’s decades in Singaporean public service.

Jane has continued to maintain her own professional and charitable interests while supporting her husband’s public career.

Becoming First Lady

On 14 September 2023, Tharman Shanmugaratnam was inaugurated as Singapore’s ninth President, and Jane Ittogi became the President’s spouse.

Her arrival at the Istana was notable because she brought an extensive record of cultural and social leadership rather than entering public life for the first time through her husband’s presidency.

Public Role

Jane Ittogi has dedicated much of her public work to social development, the arts, sustainability, and community empowerment.

In 2014, she co-founded Tasek Academy and Social Services, which supports disadvantaged youth and helps former inmates rebuild their lives. She has also worked extensively with arts programs in Singapore’s prisons, using creative education to help inmates develop skills and confidence.

Her involvement in Singapore’s arts community has been particularly significant. She served as Chair of the Board of the Singapore Art Museum for a decade until 2018 and has served on the boards of institutions including the National Gallery Singapore, National Heritage Board, and LASALLE College of the Arts. She also co-chaired four editions of the Singapore Biennale.

Beyond culture, she has become an advocate for environmental sustainability, co-chairing Conservation International’s Asia Pacific Advisory Council and co-founding GreenSG COLLAB, an initiative aimed at encouraging greater awareness and community responses to climate change.

A Symbol of Culture, Compassion and Service

Jane Ittogi represents an unusually multifaceted model of the First Ladyship.

Her career demonstrates that the spouse of a head of state can bring substantial achievements of her own to the role. Rather than simply accompanying the President at ceremonies, she has spent decades building institutions, supporting vulnerable communities, advancing the arts, mentoring young people, and encouraging environmental responsibility.

Her connection to the arts is particularly distinctive. Through museum leadership and prison arts programs, she has consistently promoted the idea that creativity can give people new confidence, dignity, and opportunities.

Legacy in Progress

Since becoming the President’s spouse in 2023, Jane Ittogi has brought her longstanding commitment to social inclusion, culture, sustainability, and community development into one of Singapore’s most visible ceremonial positions.

Her story is compelling because the First Ladyship is only one chapter in a much longer career. Before entering the Istana, she had already established herself as a lawyer, educator, cultural leader, philanthropist, and advocate.

As she continues to represent Singapore alongside President Tharman, Jane Ittogi offers a distinctive example of a modern presidential spouse—one whose influence is grounded not simply in proximity to political power, but in decades of independent work dedicated to making society more inclusive, creative, and compassionate.
